Who Performs a Constructability Review, and at Which Design Stage

A constructability review is a structured check of the design documents for buildability before a project goes to bid. Three parties can perform it: the designer, an independent construction manager, or the contractor, and it maps to three design stages: schematic, design development, and construction documents. Each stage catches a different class of problem.

The cheapest change order is the one caught while it is still a drawing. Once a detail is built, correcting it means demolition, rework, a schedule impact, and a negotiation over who pays; the same conflict caught on a construction-documents set costs a redline. That gap is the entire argument for a preconstruction design review, and it is why procurement teams on public work write the review into the delivery method rather than hope the low bidder catches the problem in the field.

What Is a Constructability Review, and What Is It Not?

A constructability review is a systematic examination of a design set to confirm it can be built as drawn, on the intended schedule, with the intended means and methods, before the set is issued for bid or construction. It reads the documents the way the field will: looking for details that do not resolve, systems that collide in the same ceiling space, sequences that cannot run in the order drawn, and specifications naming a product the site cannot accommodate.

It is not a design review. A design review asks whether the design meets the program, the code, and the owner's intent. A constructability review takes the design as the designer's answer and asks a narrower question: can a contractor build this, cleanly, without stopping to ask what was meant. It is not value engineering, which questions what is being built to reduce cost, while constructability questions how it is drawn to reduce risk and rework. And it is not a code check: a set can be fully code-compliant and still be a change-order machine because two compliant trades were drawn through the same six inches of plenum. What separates it on procurement is the deliverable: a log of specific, located, actionable findings someone has to disposition before the set advances.

Who Performs a Constructability Review, and What Is the Conflict in Each of the Three Parties?

Three parties can perform a constructability review, and each carries a built-in conflict the procurement team has to manage. The question of who performs a constructability review is really a question of which conflict the owner can best control.

  • The designer (architect or engineer of record). The design team reviews its own set. Cheapest and most common, and the weakest, because it is self-review: the people who drew the collision are the least likely to see it, and a firm reviewing its own work has an incentive to certify the set rather than expose gaps in it. It catches drafting errors, rarely the means-and-methods problems only a builder sees.
  • An independent construction manager or peer reviewer. A third-party CM or separate reviewer engaged by the owner brings a builder's eye with no stake in the construction contract. Strongest for independence. Its conflict is detachment: a reviewer with no schedule or price exposure can generate a long log of technically correct, practically minor findings, and miss the trade-sequencing problems that surface only once a firm has priced and staged the work.
  • The contractor (design-build entity or CM-at-risk). The builder who will hold the construction risk reviews the set during design. This produces the most useful findings, because the reviewer eats every problem it fails to catch, so it looks hardest at what costs money to build. Its conflict is scope: a contractor reviewing a set it will later bid has an incentive to shape details toward its own preferences. The owner manages this by keeping the input transparent and logged, not a private redraw.

None of these conflicts disqualifies a party; they tell the procurement team where to look. Schematic, Design Development, Construction Documents: What Does the Review Catch at Each Stage?

A constructability review is not a single event. It is run at each of the three standard design stages, and each catches a different class of problem because the design is answering a different question at each point. Reviewing only at the end, on the construction-documents set, means the expensive problems are already framed into the design and can only be redlined, not redesigned.

The pattern the table describes is the whole reason to review early. A routing conflict caught at schematic is a line moved on a concept drawing; caught at design development, a coordinated redraw; caught on the construction-documents set, an addendum if the agency is lucky and a change order if it is not; missed entirely, it is found by a foreman with a crew standing by. Design-phase contractor input is most valuable at schematic and design development, because that is where findings can still be designed out instead of worked around.

Where Do Biddability and Operability Fit Alongside Constructability?

Constructability is one of three related lenses, and mature public-sector owners review all three together rather than treating buildability in isolation. Federal and Department of Defense owners in particular fold biddability, constructability, and operability into a single combined review of the design set before it is released.

  • Biddability asks whether the documents let qualified firms bid the work accurately and competitively. It looks for ambiguous scope, missing quantities, conflicting details, and specification language that forces bidders to price risk instead of work.   • Constructability asks whether the work can be built as drawn, with reasonable means and methods, in a buildable sequence.
  • Operability (with maintainability) asks whether the finished facility can be operated and maintained: whether equipment can be accessed and serviced, whether components can be replaced without demolition, and whether the owner's facility staff can run what was built.

A design set can pass one lens and fail another. A detail can be perfectly buildable and impossible to maintain, or fully coordinated and impossible to bid cleanly. Reviewing the three together, at each stage, keeps a fix to one from creating a problem in another. For an owner whose staff will run the building for decades after the contractor demobilizes, operability often has the longest payback.

What Comes Back From the Review: a Log, Not a Letter?

The deliverable of a constructability review is a findings log, not a memo of assurance. A letter saying the set was reviewed and is buildable is worth nothing on procurement, because it cannot be dispositioned, tracked, or verified. A usable review returns a line-item log: each finding located to a sheet and detail, classified by severity, and left open until someone with authority resolves it. Each finding then gets one of three dispositions.

  1. Incorporate. The designer accepts the finding and revises the set.
  2. Reject with rationale. The designer disagrees and documents why, so the decision is on the record if the issue resurfaces in the field.
  3. Defer. The finding is real but resolution is pushed to a later stage or a submittal, with the owner's acknowledgment.

An open log at the end of design is a list of problems the project is choosing to carry into construction with its eyes open. That is a legitimate decision; carrying them unknowingly is not. What Does an Unreviewed Set Cost During Construction?

An unreviewed set moves its cost from the design phase, where problems are cheap, to the construction phase, where they are expensive and adversarial. The cost does not disappear when a review is skipped; it relocates, and it grows on the way. The mechanism is the change order. A conflict caught in design is resolved between owner and designer, before any price is committed. The same conflict discovered after award is resolved between owner and contractor, under a signed contract, with idle-crew time already accruing and the contractor holding the leverage because the work has stopped. This is why reviewing the design reduces change orders on a public project: discovery moves to the side of the table, and the point in time, where the fix costs least. A field-discovered conflict carries not just its own correction but demolition of work in place, remobilization of trades, extended general conditions, and the cost of negotiating the change.

A reviewed set is not change-order-free, since owner-directed scope changes and genuinely unforeseen site conditions occur under any set, but it removes the entire category of change order that traces to a design conflict a builder would have seen on the drawing. How Do You Procure the Review Without Compromising the Bid?

An agency procures constructability input by selecting a delivery method that puts a builder at the design table, or by engaging an independent reviewer, without letting either arrangement narrow the eventual competition. The concern is real: a contractor who shapes a design set and then bids it has compromised the solicitation. It is also manageable, and it should not push an owner back to the weakest arrangement, designer self-review with no builder's eye at all. The practical paths, in order of how directly they put a builder in the review:

  • CM-at-risk or design-build, where the builder's constructability input during design is contractually part of the delivery and documented in a shared log. The builder is already the committed construction party, so shaping the set toward itself is bounded by the contract it has signed.
  • An independent third-party constructability review commissioned by the owner during design under design-bid-build, keeping the eventual bid open to all comers. The reviewer takes no part in the construction bid, so independence is preserved at the cost of some builder-specific insight.
  • A structured pre-bid process on a design-bid-build set: a genuine question period, a site visit, and addenda that fold pre-bid RFIs back to every bidder, so the field's constructability questions improve the set for the whole competition rather than one firm.

The wrong answer is to skip the review to protect the appearance of a clean bid, because an unreviewed set does not produce a clean competition. It produces a wide bid spread and a low bid that is low because it missed the same problem the review would have caught. Protecting the bid and reviewing the set are the same objective.
